In Commander, Guul Draz Vampire fits narrowly into vampire tribal or life-drain strategies — Edgar Markov lists that ping opponents down and eventually flip it into a real threat, or aristocrats shells where opponents bleed out over many turns. The 10-life threshold is easier to hit in 1v1 formats: in Legacy, Modern, and Pauper it's a legitimate one-drop that can close games once an opponent is on the back foot, and its common print makes it a real Pauper consideration in aggressive black builds. In multiplayer Commander, banking on three opponents all sitting at 10 or less simultaneously is unrealistic, so the card mostly earns value against a single damaged opponent late in the game.
