Guul Draz Assassin can permanently destroy any creature with toughness 2 or less — no targeting restriction, no combat required — but unlocking that ability costs four activations at one mana each, meaning you need a dedicated level-up shell to make it payoff-worthy. In Ramses, Assassin Lord decks that already care about the Assassin subtype, that investment has a home; everywhere else, the floor is a 1/1 that does nothing without repeated mana investment.
Best Commanders
Commanders with the highest synergy

Ramses, Assassin Lord
Ramses, Assassin Lord's anthem effect and assassination win condition give every Assassin a reason to exist, and Guul Draz Assassin earns its slot by becoming a repeatable removal engine that checks the creature type while clearing blockers for the lethal-damage clause.

Massacre Girl, Known Killer
Massacre Girl, Known Killer rewards creatures that kill on entry and synergizes with low-toughness boardstates; Guul Draz Assassin's level-10 ability lines up cleanly with a board already populated by weakened creatures, picking off survivors that the mass-wipe left behind.

In Commander, Guul Draz Assassin is a role-player in exactly one archetype — Assassin tribal — and a near-blank everywhere else; the level-up cost is too steep and the payoff too narrow to justify a slot in generic black goodstuff. Legacy and Vintage have access to it on paper, but neither format has any interest in a 1/1 that requires four mana spread across multiple turns to answer a creature with toughness 2 or less. Modern is similarly hostile — efficient interaction and proactive threats make Guul Draz Assassin's conditional removal irrelevant by the time you'd ever activate it. Stick to Commander, and only to decks that explicitly support the Assassin type.

Pricing data isn't available for Guul Draz Assassin at the moment — check Scryfall or TCGPlayer for current market values. Given its narrow playability outside Assassin tribal, it has historically been a bulk rare, so expect a low entry cost if you're picking one up for Ramses.
