Gruesome Deformity gives one creature intimidate until end of turn for a single black mana at instant speed — cheap, but narrow. It's a combat trick that trades card equity for a single unblockable swing, and that deal rarely comes out ahead.

In Commander, evasion this temporary and this targeted is too small an effect for a card slot — you need either a repeatable source or an immediate game-winning payoff to justify a one-shot aura effect.
