Grazing Kelpie puts a 2/3 flash body on the battlefield and lets you pull any card from any graveyard back to the bottom of its owner's library the moment it enters or leaves play — relevant in any loop that repeatedly flickers or sacrifices creatures. The catch is that the recursion effect is a may-trigger you control, which makes Grazing Kelpie a flexible piece in undying engines with Mikaeus, the Unhallowed rather than a card that does anything useful outside of a dedicated loop.

Grazing Kelpie is essentially a Commander card — the format's long games and graveyard-centric strategies are where its loop potential pays off. In Legacy and Vintage it's legal but entirely outclassed; no competitive deck is spending four mana on a 2/3 when faster, cheaper options exist. Pauper is the one non-Commander format worth a mention: commons-only graveyard decks occasionally want a flash blocker that incidentally tidies up graveyards, though Grazing Kelpie never breaks into top lists there either. Stick to Commander.
