Golden-Tail Trainer is a Commander card — its value comes from multiplying payoffs in Aura and enchantress shells, which only reach critical mass in 100-card games. In Legacy and Vintage it's technically legal but competes with far more efficient options and offers nothing close to the power level those formats demand. Modern is where you might expect it to scratch an itch in enchantment aggro, but three mana for a 2/2 with a conditional attachment ability is too slow against that format's tempo bar.
