Goblins of the Flarg is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Commander, a vanilla 1/1 for one red mana contributes nothing to any Goblin strategy that isn't already covered by strictly better options — Goblin Lackey, Goblin Guide, and Skirk Prospector all do real work at the same cost.
