In Commander, Goblin Shrine is a tribal-only card with a fragile enchantment type — it asks a lot for a bonus that disappears to any Naturalize effect. Legacy and Vintage have access to it but won't touch it; Goblin decks in those formats win through velocity and disruption, not static pump. Pauper is the most hospitable non-Commander home, where Goblin tribal is a real deck and the card pool is shallow enough that a free passive bonus has more relative weight. Even there, Goblin Shrine competes with auras and enchantments that don't require a Mountain count to matter.
