Goatnapper steals a Goat token and swings with it — the only reason it exists in competitive conversation is that it's a non-legendary red creature that untaps at end of combat, making it a legal target for Kiki-Jiki, Mirror Breaker's infinite-combo line. Outside of that exact interaction, it does nothing a real removal spell wouldn't do better.

Goatnapper is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but its playability is essentially zero outside of Commander's Kiki-Jiki combo shells. In Legacy and Vintage the card is unplayable on power-level grounds — four mana for a situational theft effect doesn't register. Commander is the only format where Goatnapper earns a slot, and even there it's a fringe include: you're running it as a redundant untap-trigger body for infinite-combat combos, not for the Goat.
