In Commander, Glorious Gale is a staple for any Simic or Azorius-adjacent deck that can reliably produce 
— the combination of a hard counter, a scry, and a draw on a two-mana spell is strong enough to earn a slot over most alternatives. In Pauper, it competes in a format full of efficient blue countermagic, and the draw rider gives it a real edge over Counterspell in decks that need to stay ahead on cards. Legacy and Vintage have access to Force of Will and Mana Drain, so Glorious Gale doesn't make the cut there.
