In Modern and Pioneer it's legal but effectively absent; a 2/1 for three with conditional value doesn't meet the tempo bar in those formats when dedicated graveyard pieces like Unearth effects and Snapcaster Mage analogs exist. Legacy and Vintage are non-starters for the same reason — Gloomshrieker is a fair card in unfair formats. Stick to Commander, where its role as a reusable value creature in sacrifice or enchantress shells is clear and defensible.
