In competitive 60-card formats like Modern or Pioneer, a three-mana artifact that doesn't impact the board immediately and cashes out in colorless mana is too slow to matter; the formats simply don't give it the runway. Legacy and Vintage have access to it but will never want it — the card does nothing those formats can't do faster with broken mana rocks.
