Glittering Stockpile is a Commander card through and through — the counter-accumulation plan pays off over the long games the format enables, where sitting on a growing mana battery for six or seven turns is realistic. In competitive 60-card formats like Modern or Pioneer, a three-mana artifact that doesn't impact the board immediately and cashes out in colorless mana is too slow to matter; the formats simply don't give it the runway. Legacy and Vintage have access to it but will never want it — the card does nothing those formats can't do faster with broken mana rocks. Oathbreaker sits closer to Commander on the speed spectrum, so Glittering Stockpile is playable there in the right artifact or multicolor shell.
