Commander is where Glaring Fleshraker does its best work — three opponents means the life-loss trigger drains nine life per spell in a chain, and colorless and Eldrazi shells can fire it repeatedly in a single turn cycle. In Legacy and Vintage it's legal but functionally irrelevant; those formats run colorless pieces like Emrakul or Ugin in entirely different contexts, and a 3/3 for three that makes a Scion is not competing for slots in those shells. Modern is where Glaring Fleshraker has the most plausible non-Commander home, specifically in Eldrazi Tron or Eldrazi Aggro, where the Scion production and incidental damage are real — though it hasn't broken through as a staple there.
