Commander is where Ghostway actually lives — ETB-value creature decks are everywhere in the format, and a three-mana instant that saves your board from a wrath while replaying every trigger is exactly the kind of card that wins games. In Legacy and Vintage, the card is legal but essentially invisible; those formats move too fast and at too low a curve for a three-mana do-nothing at instant speed to matter.
