Ghired's Belligerence is a Commander card through and through — the populate mechanic only gets interesting when you're already running high-power tokens, which is a Commander-specific incentive structure. It's legal in Legacy and Vintage but sees no meaningful play there; five mana for conditional damage and a token copy is nowhere near the power bar those formats demand. In Oathbreaker it's playable if your signature spell or planeswalker strategy supports tokens, but the card truly earns its slot in Commander where games go long enough to have a 4/4 or bigger token sitting in play. Outside of 60-card formats, this card simply doesn't exist.
