Outside Commander, Galazeth Prismari is legal in Legacy, Modern, Pioneer, and Vintage, but a 3/4 flyer that only taps artifacts for instant and sorcery mana doesn't compete with what those formats are doing at four mana. In Oathbreaker it's a reasonable signature-spell engine if your spell is something you want to cast repeatedly, but the legendary restriction on the commander slot is a better home for it anyway.
