Gaea's Herald makes your creatures uncounterable — a one-mana tax on every interaction blue players try to deploy against your green creature suite. Ezuri, Renegade Leader decks run it because losing the whole regenerate-and-overrun package to a single Counterspell is catastrophic, and a 1/1 for one green is a trivial price to stop that.

Commander is where Gaea's Herald earns its slot: blue interaction is ubiquitous at most tables, and one mana to blank the entire counterspell arsenal of one or more opponents is exceptional efficiency. In Legacy and Vintage, dedicated Elf strategies exist but creature-based combo decks usually have faster, more redundant ways to push through interaction, so Gaea's Herald rarely makes the cut in those formats. Modern sees it even less — there are simply better tools for the job in a format with Force of Negation, Leyline of the Void, and faster clocks. It's a Commander card in practice, even where it's technically legal elsewhere.
