Gaddock Teeg card art
Gaddock Teeg shuts off a massive swath of the most powerful spells in Commander — Cyclonic Rift, Torment of Hailfire, Omniscience, any X-spell — the moment it hits the table. A 2/2 for two mana that locks out converted mana cost 4 or greater noncreature spells and all X-spells is the kind of asymmetric taxation that warps games; Captain Sisay tutors it up on demand, and decks like Bruna, the Fading Light that go tall on creatures rather than big sorceries can run it nearly for free.

Captain Sisay tutors Gaddock Teeg directly onto the battlefield, and since Sisay's engine runs entirely through legendary creatures rather than high-cost noncreature spells, Teeg's lockout is almost entirely one-sided — you assemble the prison while your opponents stare down a wall of restrictions.

In Commander, Gaddock Teeg is a staple stax piece in any green-white shell that wants to slow the table down — the format's most backbreaking spells (Cyclonic Rift, Toxic Deluge, Chaos Warp, all the big mana X-spells) sit neatly in the banned zone while Teeg is in play. In Legacy and Vintage, Gaddock Teeg sees periodic sideboard play in Death and Taxes and Maverick lists as a way to shut off Show and Tell, Natural Order, and other high-impact noncreature spells, though it rarely makes the main deck. Modern has enough creature-based removal and fast clocks that a 2/2 stax piece doesn't dominate the way it does in slower formats, and it's largely absent from that metagame. Pioneer and Standard don't include it at all.

Current pricing data for Gaddock Teeg isn't available in this context, so check Scryfall or your preferred vendor for the live number. It has been printed in small quantities and has genuine competitive demand in Legacy and Commander stax builds, so it tends not to sit in bulk bins — verify before assuming it's cheap.
