Fuming Effigy taxes every opponent each time a player draws beyond their first card per turn, turning cantrips and card draw engines into a slow bleed that compounds fast in multiplayer. Three mana for a static punisher effect is the right price, and in Commander pods that lean on wheels or mass draw, the damage racks up without you lifting a finger.

Commander is where Fuming Effigy earns its slot — four players drawing cards means the damage triggers pile up fast, and any deck built around wheels like Nekusar, the Mindrazer or Ob Nixilis, the Hate-Twisted turns it into a reliable win condition rather than a nuisance. Outside Commander, the effect is narrower: Pauper combo shells that loop cantrips could theoretically be punished by it, but no competitive Pauper deck wants to spend three mana on a fragile enchantment when faster answers exist. In Modern and Legacy, card draw is so efficient and games so short that Fuming Effigy never gets the time it needs to matter. Stick to Commander.
