Frost Trickster is a pauper-playable tempo piece at best, and that's where it comes closest to earning a slot — blue commons at common density can string together enough taps and fliers to close games before the body size matters. In Commander, it's too slow and too small: four mana buys you a one-shot tap that doesn't answer a threat permanently, and a 2/3 flash body doesn't apply meaningful pressure at a table of four. Competitive formats like Modern and Legacy already have Snapcaster Mage and Subtlety setting the bar for what a four-mana flash creature needs to do, and Frost Trickster doesn't get close.
