Freyalise's Radiance shuts off cumulative upkeep on every permanent your opponents control — a symmetrical tax that hits hardest at tables running ice-age enchantments, Aether Vortex, or any other upkeep-hungry permanents. At one green mana for a global enchantment, the rate is fine, but the effect is narrow enough that it belongs in targeted hate packages, not general builds.

In Commander, Freyalise's Radiance is a meta-call card: nearly useless at most tables, backbreaking at the one table running multiple cumulative-upkeep permanents. Legacy and Vintage are theoretically legal homes, but no competitive shell there is trying to tax cumulative upkeep rather than just win faster.
