Frazzle counters a non-blue spell and can't itself be countered — a one-sided interaction that punishes blue-light or blue-absent decks hard. At four mana it's expensive for a counterspell, which is the only real knock against it.

In Commander, Frazzle earns its slot when your table is light on blue — a common enough condition that the uncounterable clause has real teeth against green ramp and red aggro decks. In Legacy and Vintage, four mana is a steep ask in formats where Force of Will and Counterspell set the baseline, so Frazzle doesn't compete there. Modern has better tools for the same effect, and Pioneer, Standard, and Pauper legality is off the table entirely. Stick to Commander, where the conditional cost is least punishing and the political targeting is most rewarding.
