Commander is where Foundation Breaker earns its keep — artifact and enchantment threats are everywhere, the evoke clause makes it a functional instant at one mana when the body is irrelevant, and creature-centric engines get extra mileage from the enter-the-battlefield trigger. In Legacy and Vintage it's legal but effectively invisible; Force of Vigor and Boseiju, Who Endures do the job faster and at lower opportunity cost. Modern is the one non-rotating format where Foundation Breaker could theoretically see fringe play in creature-heavy sideboards that want the body, but it hasn't made a dent. Pioneer and Standard can't run it, and Pauper cuts it off by rarity.
