Fortified Area is a Commander card in the narrowest sense: it only earns a slot in Wall tribal decks, and even there it competes hard for the enchantment slot. In Legacy and Vintage it's legal but completely absent — banding is too parasitic and slow to register in those formats. Pauper is where the curiosity lives, since aggressive creature strategies could theoretically abuse banding's damage-assignment rules at common, but no competitive list runs it. Treat Fortified Area as a Commander-only build-around and nothing else.
