Forced Worship locks a creature out of attacking or blocking permanently — and because it bounces back to hand rather than going to the graveyard when the creature leaves play, engines like Displacer Kitten can reset it onto a new target every turn. The one mana to reattach is a real cost, but the repeatable neutralization is the whole point.

In Commander, Forced Worship is a niche piece in blink and bounce loops rather than a general removal spell — most tables want unconditional answers, and this leaves the creature alive.
