Floral Evoker is a Commander card through and through — the combination of token creation and self-mill only pays off in the 100-card singleton format where dedicated graveyard and token synergies are deep enough to justify a 1/1 with no immediate board impact. In Legacy and Vintage, where it's technically legal, it doesn't come close to the power floor; any deck that wants free tokens or graveyard fuel has strictly more efficient options available. Oathbreaker follows the same logic as Commander: the synergy is real but the raw rate is unimpressive without a commander propping it up.
