Flooded Woodlands locks down every non-Island land on the board — including yours — unless each controller pays a blue mana per land to untap it, which at a table of four can grind the game to a crawl. The cost is steep: four mana for a symmetrical effect that hurts you as much as anyone unless you're already running an Islands-matter or mono-blue shell.

Flooded Woodlands is a Commander card through and through — its political weight scales with the number of opponents, and the cumulative tax on green and multicolor decks is genuinely punishing in a four-player game. In Legacy and Vintage it's legal but unplayable; one-on-one formats with faster clocks don't give a four-mana enchantment time to matter, and both formats have better lock pieces. Oathbreaker is the only other format where the multiplayer math works in its favor, but the card pool is narrow enough that green-heavy pods are the exception rather than the rule.
