In Commander, Floodchaser earns its slot in any deck that floods the board with +1/+1 counters — proliferate shells, Simic counters builds, or anything running Hardened Scales effects. Outside Commander, it's legal in Legacy, Vintage, Modern, and Pauper, but sees essentially no play in any of them; those formats move too fast for a six-mana creature whose size depends on setup you rarely have time to build. Pauper is its most plausible non-Commander home given the slower, grindier games, but even there Floodchaser faces stiff competition for the top of the curve.
