In Commander, Flood the Engine is a legitimate finisher for sacrifice decks — you'll routinely draw four or more cards off a single casting, which is exceptional value at two mana. In Modern and Pioneer, sacrifice-based aggro shells like Jund sacrifice can use it as a burst-refill after a high-sacrifice turn, though sorcery speed would be unplayable and the instant speed here is exactly what makes it functional. Legacy and Vintage have stronger draw options at the same cost, so Flood the Engine doesn't compete there.
