Flash Foliage is a Commander card through and through — the format's slower pace gives you time to leave mana open, and token synergies are abundant enough to make the Saproling genuinely valuable rather than a footnote. In Legacy and Vintage it's unplayable; those formats end too fast for a two-mana counterspell that only stops creatures, and no Legacy deck wants a 1/1 as a bonus. Modern is similarly hostile — Counterspell itself is legal there, and Flash Foliage doesn't compete. Stick to Commander, and only to decks that actively profit from the token.
