Flash Counter counters a spell only if that spell's controller controls an Island — a conditional that will whiff constantly in most metas. Strictly worse than Counterspell in nearly every context, and not worth a slot over unconditional interaction.

Flash Counter is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but that legal status doesn't translate to playability. In Commander, where you're facing three opponents running wildly different strategies, the Island condition makes Flash Counter unreliable exactly when it matters most — an opponent playing red-green combo walks right through it. In Pauper, where blue mirrors are common enough to make the condition fire more consistently, Counterspell is also legal at common, so there's no reason to run Flash Counter instead. Vintage and Legacy have access to every counterspell ever printed, which relegates Flash Counter to trivia. The card has no competitive home in any format.
