In Commander, Flamekin Bladewhirl slots into Elemental tribal decks where the creature type matters as much as the effect — commanders like Omnath, Locus of the Roil or Horde of Notions can chain it into value engines, and the wither trigger turns any attacker into a -1/-1 counter distributor for that turn. Outside of those tribal shells it's too situational to justify a slot against the 99-card competition. In Legacy and Vintage it's simply not playable — the effect doesn't approach the power level those formats demand.
