Commander is where Finale of Devastation is most at home — the format's high mana ceilings mean hitting X=10 is realistic, the creature-tutor half finds whatever combo piece or threat you need, and the pump-plus-haste rider ends the game on the spot rather than setting up for a future turn. In Legacy and Vintage it sees fringe play in green creature toolbox shells, but those formats move fast enough that a five-mana sorcery rarely fits the pace. Modern and Pioneer allow it, but the same problem applies: the formats punish five-mana sorceries that don't win immediately on their own, and the big-X payoff requires a dedicated mana engine to be reliable. Oathbreaker shares Commander's singleton structure and can build the mana base to support it, making it a legitimate finisher there too.
