Commander is where Filter Out does its best work: multiplayer boards pile up artifacts and enchantments fast, and a three-mana instant that answers all of them simultaneously is nearly impossible to replicate at this cost. In Modern and Legacy, it's legal but the role is narrow — Hurkyl's Recall and Boseiju, Who Endures handle most artifact problems more efficiently, and enchantments rarely warrant a dedicated mass bounce. Pioneer sees the same issue: the format has targeted answers and sideboard slots are tight. Filter Out is technically viable in those 60-card formats as a sideboard option against artifact-heavy combo, but it's a Commander card through and through.
