Filigree Vector is legal in Commander, Legacy, Vintage, and Oathbreaker, but its real home is Commander, where the game's longer time horizon lets the repeating proliferate trigger compound into something decisive. In Legacy and Vintage it's effectively invisible — those formats have no meaningful proliferate infrastructure and the body is far too small to matter. Oathbreaker is the one non-Commander format where it could see fringe play under a proliferate-focused planeswalker signature spell shell, but the card pool is narrow enough that it rarely comes up. Treat Filigree Vector as a Commander card that happens to be technically legal elsewhere.
