Fear turns any creature into a near-unblockable threat for two mana — black and artifact creatures are rare enough in most metas that the enchanted attacker connects almost every combat. It's a linear, all-in buff with no added utility, but the evasion it provides is real and immediate.

In Commander, Fear is outclassed by Shadow, Trample, or Menace payoffs that don't require a specific blocker type to fail — and black is the most popular color in the format, meaning opponents frequently have blockers that are immune, not locked out. In Pauper, where the card pool is narrow and black creatures less ubiquitous, Fear finds more traction on a key attacker in aggressive builds. Legacy and Vintage have faster, more efficient ways to push damage through, so Fear doesn't see play there. The card does exactly what it says, but Commander's diverse tables make the evasion fragile in a way that two-mana auras rarely justify.
