In Commander, Fatal Blow sits in a crowded field of unconditional one-mana black removal, and the condition here — target must have already been dealt damage — is a real liability at a table where you don't control the combat step. It earns a slot in decks running consistent pingers like Prodigal Sorcerer effects or commanders that deal incidental damage, but most black Commander decks would rather run Snuff Out or Deadly Rollick. Pauper is where Fatal Blow is most defensible: the format's creature-heavy gameplay and abundance of cheap pingers make the condition easier to satisfy, and the one-mana ceiling is genuinely competitive. Legacy and Vintage have access to better options at the same cost, so Fatal Blow won't see those tables.
