In Commander, Failed Conversion fills a role in black decks that need exile-based spot removal without a heavy budget commitment — the exile rider matters most against commanders that want to be recurred from the command zone or creatures with graveyard recursion. In Pauper, the common slot is crowded with efficient removal and Failed Conversion's conditional exile won't push out established options.
