Eyes of the Watcher turns every instant and sorcery into a free scry 2, which adds up fast in spell-heavy decks that are already casting multiple cantrips or removal pieces per turn. Three mana to enter and zero ongoing cost makes it one of the most efficient repeatable filtering engines available to blue.

Eyes of the Watcher is a Commander card through and through — the payoff scales with volume of spells cast, and Commander's longer games and spell-heavy blue or Izzet strategies give it the runway it needs to generate meaningful value. In Legacy and Vintage, the formats move too fast and the competition for three-mana enchantments is brutal; no serious spell-combo deck there wants a slow filtering engine when it can just win by turn two or three. Modern is technically legal but Eyes of the Watcher isn't seeing play there for the same reason — the format's tempo demands are too high for a do-nothing-the-turn-it-enters permanent. Oathbreaker is a reasonable home if your planeswalker and signature spell are both instants or sorceries, since you'll trigger it consistently from the command zone.
