Extinction wipes every creature of a chosen type off every battlefield simultaneously — no targeting, no exceptions, no saves. The five-mana sorcery price is fair for an effect this unconditional, but it lives and dies on your ability to name the right type before you cast it.

Commander is where Extinction earns its slot — creature types cluster predictably around tribal commanders, so naming Elf, Dragon, or Zombie will often hit half a table's boards at once. Outside of Commander, Extinction is legal in Legacy and Vintage but sees no meaningful play there; those formats move too fast and too non-interactively for a five-mana sorcery that does nothing the turn you topdeck it in a losing position.
