In Commander, Exotic Curse competes against instant-speed, unconditional removal like Doom Blade and Go for the Throat, and it loses that fight badly — sorcery speed at three mana for a temporary effect is a real liability in a four-player game. Pauper is the only format where Exotic Curse sees any real consideration, since the card pool is shallow enough that cheap black removal of any kind has marginal use. In Legacy and Vintage it is strictly outclassed and essentially unplayable. Oathbreaker runs the same logic as Commander at a compressed scale, and the same problems apply.
