Evil Presence turns any land into a Swamp for one black mana — a permanent, instant-speed answer to nonbasic utility lands that most removal can't replicate. It's narrow, but in the right shell it's one of the cheapest ways to strip an opponent's Gaea's Cradle or Cavern of Souls of its identity forever.

In Commander, Evil Presence fills a niche role in Swampwalk-matters decks — commanders that want every opponent's land to be a Swamp so their creatures connect unblocked. Outside that synergy, cheaper and more permanent land hate exists, so Evil Presence rarely earns a slot on raw power alone. In Pauper it's legal and the Swampwalk angle is more meaningful given the format's lower card quality ceiling, but dedicated land-hate slots are usually better spent on Contaminated Ground, which also drains life. Legacy and Vintage have access to it but will never run it — the formats have more efficient disruption at every turn. Oathbreaker mirrors the Commander read: playable in a focused Swampwalk build, cuttable everywhere else.
