Evasive Action counters any spell for two mana as long as you control a basic land type to match its domain count — and in a format full of multicolor decks and fetchlands, that condition is trivially easy to meet. It's one of the most efficient catch-all counterspells available to blue Commander decks.

In Commander, Evasive Action is a two-mana hard counter in a format where players routinely run five-color fixing and fetch all five basic land types — domain hits its ceiling early and stays there. Legacy has access to Force of Will, Daze, and Counterspell itself, which makes Evasive Action fringe at best, though it sees occasional play in domain shells. Vintage is too fast for a conditional two-mana counter to matter. Oathbreaker functions close enough to Commander that the same logic applies: domain is easy, and the card pulls its weight.
