Commander is the only format where Evangel of Synthesis earns a slot, and even there it's narrowly slotted into decks that specifically want oil counters or +1/+1 counter synergies — Urabrask, Heretic Praetor or Zopandrel, Hunger Dominus builds, for instance. In competitive 60-card formats like Modern and Legacy, a three-mana 2/2 with a one-shot ETB has no business being in any serious list. Pioneer and Vintage are equally indifferent. The card is functionally a Commander-only role-player, and even there it competes with stronger options unless your deck has a specific oil-counter payoff.
