Commander is where Eureka Moment does its best work: the format's slower clock makes a four-mana draw-two-plus-land acceptable, and the land drop compounds over a 100-card game in ways a 60-card format won't reward. In Pauper, it's legal and the card advantage is legitimate, but four mana at common faces stiff competition from cheaper draw spells and the format's tempo demands cut into its playability. Modern and Pioneer have access to far more efficient options at every point on the curve, so Eureka Moment won't see those tables. Legacy and Vintage don't want it either — the power ceiling in those formats simply outpaces what a four-mana cantrip-ramp hybrid can offer.
