Eternal Scourge is a three-mana 3/3 that can't be permanently answered — exile it and it goes to exile, where it waits to be recast for free, making it one of the few creatures that actually wants to be exiled. That recursive exile loop is the entire reason it exists in Food Chain combo shells, and commanders like Cazur, Ruthless Stalker // Ukkima, Stalking Shadow run it specifically to generate infinite mana off that interaction.

Eternal Scourge sees its most meaningful play in Commander, where Food Chain combo is a legitimate competitive strategy and the singleton rule makes redundant exile-recursion creatures valuable. In Legacy, it has seen fringe play alongside Food Chain in Elves or dedicated combo shells, though the format's speed limits how often a three-mana 3/3 with no immediate impact survives long enough to matter. Modern and Pioneer both allow it, but neither format has a Food Chain shell that makes it worth running, and a vanilla 3/3 for three with no enters-the-battlefield effect has no realistic rate in either.
