Escape Velocity is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker — but it's almost exclusively a Commander card. In older 60-card formats, the recursion loop is too slow and the effect too minor to compete; you're paying two mana on a future turn to rebuy a trick that stronger formats solve with cheaper, permanent haste granters. In Commander, the recursion clause does real work: enchantress builds can trigger draw engines each loop, and reanimator or sacrifice strategies that want haste on demand without dedicating a permanent slot will appreciate the self-returning nature of Escape Velocity.
