Equal Treatment sets every creature's power and toughness to 1/1 until end of turn — it's a mass debuff that doubles as a combat trick and a pseudo-board wipe against decks that lean on large bodies. One white mana for that swing is the whole pitch; the ceiling is high, the floor is a situational trick that does nothing against tokens.

Commander is where Equal Treatment has the most plausible home, specifically in decks that can follow it with a sweeper, punish 1/1s, or simply need to survive a combat against a Craterhoof Behemoth pump. Legacy and Vintage have access to it but have no incentive to run it — those formats end games on different axes entirely. Equal Treatment is unplayable in Modern, Pioneer, Standard, and Pauper by legality. In Oathbreaker, the same logic as Commander applies at a faster pace, which makes the one-mana cost more attractive.
