Ephara's Radiance is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but competitive play in any of those formats is essentially nonexistent. In Commander, the only context where it's worth considering is an enchantress deck that triggers off every enchantment entering — something like Sythis, Harvest's Hand — where the one-mana entry cost keeps the chain moving and the life gain is incidental upside. In Pauper it's too slow and too small to matter when dedicated lifegain and aura packages have better options at the same cost. Everywhere else, the effect simply doesn't scale.
