Eon Hub is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it only sees real play in Commander, where upkeep-dependent locks and cumulative upkeep cards make the effect immediately backbreaking. In Legacy and Vintage the five-mana cost is prohibitive — those formats want to end games before this resolves, and the effect rarely justifies the slot. Modern has the same problem: the format's clock is fast enough that a do-nothing artifact at five mana doesn't make the cut. Commander is squarely where Eon Hub belongs, specifically in prison and stax builds that can exploit the symmetry break.
