Enhanced Surveillance is a Commander card first and foremost — the payoff scales with the number of surveil triggers you accumulate over a long game, and the graveyard recursion built into many Commander lists gives the self-sacrifice clause real upside. In Modern and Pioneer it's legal but sees essentially no competitive play, because two mana for a passive doubling effect is too slow when surveil is a secondary mechanic rather than a dedicated engine. Legacy and Vintage have access to far more efficient graveyard and library-manipulation tools, leaving Enhanced Surveillance without a niche. Stick to Commander, specifically in dedicated surveil or Dimir graveyard builds where it earns its slot every game.
